Félix did not set out to work in community development. He stepped into it after the loss of his father, who died as a result of professional medical neglect—an experience far too common in Nunavik and one that exposed the real human cost of systems that fail Inuit communities. With no distance from that reality, taking action became the only path forward. Félix began working directly with communities across Nunavik, including his hometown of Puvirnituq, responding to urgent needs and turning lived experience into practical, community-led solutions with tangible results. From this work, he founded All Arctic, an Inuit-led non-profit created to strengthen local capacity, restore accountability, and support lasting, community-driven change across the Arctic.

All Arctic's Flagship Program is a community-led initiative that is grounded in Inuit values, principles, and aspirations.
Qaulirmat, in Inuktitut, translates to "as the sun is rising". It is a Youth Leadership Program for teenagers aged 13 to 18 years old, in Quaqtaq, Puvirnituq, and Salluit. It delivers a fully-streamlined leadership program over school gaps: the summer, the Holiday season, and March break. It currently caters to over 130 youth, and employs 22 full-time staff, 45 hunters, 18 artists, and 24 guest speakers.
This Program empowers the youth to take control of their lives, to further their learning, and to actively contribute to their communities by engaging in a dynamic leadership program.
Harvesting the bestowal of the land is part of our culture. Qaulirmat brings the youth out on the land once a week. They learn from experienced local hunters.
Part of this Program seeks to tackle food insecurity, which ranks amongst the highest across the country in this region. The youth get to harvest, prepare, and share traditional country food together. This brings a strong sense of togetherness.
The youth learn from their team leaders how to cook. In this video, Inuluk is teaching them how to make bannock, a staple that we have been using since our encounter with the Hudson Bay Company.
